That is true Susan, all test can have false positives. I seem to remember for my own experience that PET was excellent on finding cancer in soft tissue, such as lungs, breast, liver and other organs. I am not certain that it is 100% on bones.
At any rate, I threw it out. She should be guided by her oncologist or doctor.

If I were you, I would push and push hard for a biopsy. It seems like the proper treatment with what you are experiencing. Wishing you good luck and keep us updated.
