White blood cells count

my sister has clear cell carcinoma stage 3c
She started her Chemo therapy in Nov 2011
She took three doses till date
before the third dose she did blood test and the count of the white blood cells was 10.6 which is within the normal range (4.8 to 10.8), but this raised a question why the count of the white blood cells did not come down since she is under chemotherapy and there is no infection???
What does this count may indicate?
