14 year old brother in need of support

I have a 14 year old brother who is a cancer survivor. He lost his left eye and has a prosthetic eye. He has experienced bullying and has been involved in a fight. He did not want to go to a public high school, so he agreed to home studies where he only has to go to the high school once a week to take a test and turn in his homework. He has no friends, no goals, he stays in his room for more than half the day, and he does not want to go to school. My mother and I have tried to reach out to him and have even tried the big brother big sister program. Can anyone offer any suggestions?
