This makes no sense to me, but below is the email I received today.

Hi Carlene. 

The NOCC has decided that they are not pre selling tickets and you have to be present to win. So......just between me and you.......if your friends want to by tickets they can send the money to me (or you if you are going to be at the walk) and we can buy the tickets for them. 

I would put both names on the ticket so we would know who won. That way I or you could claim the quilt for them. Give me a call and I can explain better. The tickets are five dollars each ticket. 

If they mail them to me they should do so quickly.
