RIDDLE: I give you some numbers in a specific order, and a few symbols. Arrange those symbols however you can to make a correct math equation. You must use all of them.
For example...

Answer:
7+534-521=20
Also, do not follow the order of operations, perform in the order of the numbers (ie: 3+3*3 normally equals 12, but not following the order of operations, equals 18.)
Now, for your puzzle.

I couldn't figure this out, and I finally gave up and googled it. Since it's rather hard, I'll take it upon myself to give a hint. From the example given, you might guess that the symbols in the answer occur in the same order as they are given in the problem. For the example, the symbols are +-=, and they occur in that order in the answer 7+534-521=20. But not in the puzzle itself. In the answer to the puzzle with symbols +--*=, the symbols do not occur in the order given.
Also, among the symbols, there are two minus signs. Looking above at nudgie's statement of the puzzle, this is not obvious. Putting in spaces to make it clearer, the symbols are + - - * =
