RIDDLE: Decapitate me and all becomes equal. Then truncate me and I become second. Cut me front and back and I become two less than I started.

    Decapitate "200" to get "00", two equal digits.
    Truncate "200" to get "2", the second of the ten digits. (If you count "1" as the second digit, you could start with "100".)
    Cutting off the front and back digits of "200" gives a one digit number "0", which has two fewer digits than the original three digit number.
