Indigent Immigrant with Cancer

My sister-in-law was just diagnosed tonight. She is beyond indigent. She is unable to work due to other health problems. She has two toddler children with her husband who makes less than $25k/yr.
I understand there is financial assistance for indigent cancer patients. My question is this. Will her immigration status be an issue?
P.S. I'm not asking anyone's opinion on her immigration status or whether or not she deserves assistance. Please keep your opinion regarding these matters to yourself. Thank you.
