Here's a site that can help
Your cousin might be able to qualify for medicaid and/or disability (SSI) in the meanwhile, which is not a lot of extra income but that would be a way to help afford medications and medicaid would pay for many of the medications. You would have to contact the medicaid office in the county of the state that your cousin lives in to see if she qualifies, they might be able to help with previous medical bills, I have no idea.
