BC Law of 1998

Hi all
I have not been here in a while and I hope that everyone is doing great.
What I am wondering is about the 1998 law. I have a friend who has lost both breasts to cancer. She lost them seperately and had implants.
Her implants have been leaking and she has had problems for some time. The insurance company, which is medicare because her lyphadema (sp) rendered her unable to work, would not allow her to get it fixed. Her cancer was pre 1998.
Now, she is in the hospital from an infection due to the leaks and they are trying to get her well so they can be replaced. But, the insurance company will not pay for the other one to be done at the same time.
Are those of us who were diagnosed pre 1998 under a different set of rules?
