risk of biopsy

Based on one CT scan and the fact he has HBV and HCV, one doctor told my father that he has liver cancer and it is operable. My father has no illness symptoms at all and AFP marker is normal. This same doctor refered us to Mount Sinai Liver unit in NYC, they did a second CT scan and more blood tests. The doctor at Mount Sinai told us they are not sure my father has liver cancer based on lab tests and CT scans. He said "your father does not have a CAT scan that is completely consistent with classical appearance of liver cancer". he recommend a biopsy. There is some risk that a biopsy might deposit cancer cells along the track of the needle. On the other hand, if the tumor turns out to be benign, surgery would expose my father to potential risks. If the biopsy confirms the tumor is cancerous, my father will have a liver resection. what should we do? biopsy first? or just go ahead with a resection? please comment.
