Watchful Waiting

Can anyone tellme why they dont employ the watchful waiting with oral cancer if the tumour is very very small i understand if its aggressive but ifi ts low grade why the rush after all deep anguish is felt by people diagnose with cancer surely not rushing the small tumour people into treatment gives them time to reflect search and make decisions they think are best for them after all after diagnosis is not the best time to ask questions
