If breast cancer recurrs, can it be cured--I know it can be tested for but can it be cured or am I doomed if it recurrs?

I had a local recurrence on the chest wall and no where else. If I truly was caught in just that spot, I am still curable. Almost 3 years now, I don't know how many it takes to call myself cured. I don't know that the researches have that answer yet!!
